In August 1987, the State Electronics Promotion Office, the State Economic Commission and the State Science and Technology Commission listed the "medium and large capacity digital program-controlled switch" as a local telephone project among the 75-69-03 national "Seventh Five-Year Plan" key scientific and technological projects. The First Research Institute of Posts and Telecommunications Science and Technology was established, with the goal of achieving a final capacity of 20,000 doors.
