If we want to rank the development speed of all Dahan provinces, there is no doubt that Hunan Dao will be the first. The reason is also very simple. The foundation is relatively weak. After effective governance, the progress made will naturally be huge.
For thousands of years, Hunan cannot be described as a pure "Chu barbarian" land. The core area along the Xiangjiang River, with Tan and Heng prefectures as the center, is also a treasure land with fertile land and abundant products.
At the same time, it also enjoyed the benefits of several northern cultural and economic migrations to the south. In the process of exchanges and contacts with the Central Plains, it also formed its own cultural foundation. As for the recent stage, during the Ma Chu period, like other southern separatist countries, the land of Xiangtan experienced a great development worth writing about.
When Ma Xifan was able to create the "Eighteen Bachelors of Tiance Mansion", no matter what his quality was, it could reflect some of the development of Hunan. However, due to the dazzling light of Jianghuai and Wuyue, and the unscrupulous descendants of the Ma family, Hunan was devastated by internal strife and external wars. In the impression of many people, Hunan is still that dilapidated country. of remote areas.
It has economic potential and a cultural foundation. Therefore, after entering the Han Dynasty, the main factor restricting the development of Hunan was only one thing: population. This is also something that Hunan Provincial Government officials have been working hard for over the years.
The imperial court collected it in the eighth year of Qianyou's reign, and it has been eight years now. In the past eight years, the biggest change has been the growth of the official population, which has doubled from an initial population of 500,000 to more than one million registered households. This is an annual growth rate of nearly 10%. , it can be said to be very exaggerated.
Of course, this is not purely based on natural growth. We must also thank the former chief executive Zan Jurun. After taking office, he can be said to be conscientious, diligent, and dedicated to leading the people of Sanxiang to seek development.
From the beginning, we understood the importance of Dingkou. After the social order was stabilized, we began to check out the hidden households. At the same time, we formulated policies to recruit refugees and attract people from all walks of life to immigrate. The imperial court pacified Shu, and continued to list and seek the imperial court's consent. With Sichuan people filling in Hunan, this alone added 150,000 to 60,000 people. Coupled with the incorporation of Miao and Yao barbarians, as well as the stimulation of the nurturing policy, Hunan's population growth naturally "took off".
Even though this result is slightly lower than the population of the three prefectures originally belonging to Nanping, it cannot deny the achievements in this area. Population was an important criterion for the Han Dynasty to evaluate state and county officials. In Hunan, dozens of officials were promoted because of it.
Previously, in order to encourage childbirth and reduce the parenting pressure on the people, Zan Jurun specially invested money from the public treasury as a reward. At the same time, he risked his face and petitioned Emperor Liu for funding support from the imperial court. Although it was impossible to ask for permission every time, but the number of times was high, considering that it was not easy for him to clean up the stall in Hunan, he would be given some support.
Speaking of which, in this kind of exchanges, Hunan became the most closely connected with the imperial court. In the year or two after the Ping of Shu, whenever the central government received a memorial from Zan Jurun, some officials couldn't help but joke and guess what Zan Shijun wanted...
In today's era, talents are the primary productive force. When the growth of population is satisfied, progress in other aspects can be imagined. Firstly, enjoy the beauty of mountains and forests, secondly, benefit from rivers and lakes, and then promote reclamation and encourage trade.
Three years later, although it is still not enough to have enough food and clothing, it is showing a thriving trend. Five years later, public security is good, and the government is well-organized and people-friendly. Eight years later, for the current Hunan people, they can still be called "well-off", and they can feed the court. Pan Meiping's Lingnan, half of the money and food, and 70% of the husbands were supplied by Hunan.
On the basis of encouraging teachers to farm mulberry trees, opening roads and dredging canals, and building water conservancy, Zan Jurun also discovered another source of income, which was the mining and smelting of minerals. Especially in Chenzhou in the south, precious metals such as gold and silver have been vigorously mined and smelted. There are three larger silver pits in Chenzhou. Up to now, Hunan’s annual tribute to the court of silver has reached 10,000 yuan. Five thousand taels, this amount cannot be said to be less.
In addition to the economy and people's livelihood, cultural undertakings have also been restored. This land has sufficient cultural heritage. Even in the one or two years when finances were most tight, Zan Jurun would use part of the Taoist government's funds every year to support schools and scholars.
A group of Hunan scholars headed by Xuanwei envoy Shi Wende, together with some Sichuan and Sichuan literary talents who moved to Tanzhou, jointly promoted the cultural development of Sanxiang. When the Han Dynasty ushered in the unification and entered the Kaibao era, with the support of Zan Jurun, Shi Wende gathered a group of scribes and jointly compiled a book describing the history and social aspects of Hunan's politics, military, humanities, customs and so on since the late Tang Dynasty. The book was named "Huxiang Zhi" and was presented together with the tribute items at the treasure opening ceremony, which was appreciated by Emperor Liu.
It can be said that under the governance of Zan Jurun, the land of Hunan once again ushered in great development. It is a pity that all feasts in the world come to an end, and Zan Jurun was transferred away to Jiangsu and Zhejiang. Now he is the governor of Fujian and Zhejiang, which can be regarded as a high promotion.
However, for the people of Hunan, it is a big loss. It is said that on the day Zan Jurun boarded the ship and left, thousands of people tried to stay. Changsha was deserted by all the people, and they rushed to see him off on the banks of the Xiangjiang River. It may be a bit exaggerated, but the people's reluctance to leave Zan Jurun is real. In order to commemorate him, a canal that leads to the Liuyang River was specially renamed Zangong Canal.
He has governed Hunan for more than eight years. In addition to leaving an outstanding political performance, he also has such a reputation, which is extraordinary. Strictly speaking, in terms of political achievements, among all the local governors in the Han Dynasty, Zan ranked second in Runbao. However, because Hunan's status in the Han Dynasty was really not high, even if it made real achievements, it was not noticeable enough.
In the first year of Kaibao's reign, Changsha City was no longer as dilapidated as it was before. The wounds suffered from the war had long since been repaired, and the population had returned to more than 5,000 households. You know, in the early years, in order to restore development, Zan Jurun pushed all the people out to cultivate land, and the city's population once dropped to less than 2,000 people...
In the official office, Zan Shijun left and Bian Shijun was welcomed. Now, it is Bian Guichen's turn to take over Huxiang and lead the people of Sanxiang to move forward. Bian Guitan was still very active in the political arena of the Han Dynasty in the early years of Qianyou. He served as a royal censor and was in charge of the supervisory system. He spoke out many times, and his words must be reasonable and to the point, and he was highly respected by Liu Chengyou.
However, due to several subsequent attacks on Wude Si, Emperor Liu was eventually offended and was appointed as the inspector of Huaixi Road. During his tenure, he strictly enforced the law and eliminated traitors. Later, he was transferred to Jinghu Road and changed his command to Jiangling Prefecture. Now he is the chief of Jinghu South Road.
