After reading Qin Tianjian's report, Zhu Jingyuan was very surprised that Dahu District could enter the pre-selection plan.
When Zhu Jingyuan began to consider building a special rocket launch site, he did not consider the situation in inland areas at all.
Zhu Jingyuan instinctively felt that the reason for building the launch site inland was that he did not have enough control over the ocean.
If we can control the ocean, it will definitely be more convenient to build launch sites in coastal areas, making everything from transportation to construction to observation more convenient.
At the same time, it can also prevent the rocket from falling and affecting inland cities and residential areas.
After screening twice, I found that if we want to build a launch site in the Lion City, in addition to the convenience of transportation and construction, we still have to bear the fact that there are land and residential areas in the main launch direction.
After thinking about it in this way, we can filter it in reverse. If the conditions in the inland are suitable, it is not impossible to use it.
Putting aside external factors, the environmental comfort of the Great Lakes region is indeed unparalleled in the world.
Except for the bigger sun, other conditions are unique in the world.
However, Zhu Jingyuan carefully considered the situation and discussed and consulted with Qi Yanhuai for more details.
In the end, it was decided to build the first official dedicated rocket launch site, which may also be the most important launch site in the future, on the southern island of the Lion City.
The high-latitude launch site that followed was built in western Laga Province, later known as western Alaska, on the islands north of the Aleutian Islands.
The latitude here is close to 60 degrees, but the climate is not extremely cold, and the conditions are much better than Nurgandusi.
These two launch sites, as the official launch sites of Ming Dynasty, have been built into the largest launch sites.
If nothing else, most of the launch missions will be carried out in these two places.
However, in order to conduct experiments and collect data in different areas, it is also to have a backup launch base available in case of unexpected emergencies.
Zhu Jingyuan also decided to choose several other places to build several small-scale launch sites.
The first is the missile experimental base in Ningbo, which will build two sets of rocket launch pads according to the original plan.
In addition, within the Bohai Sea, in the coastal area on the north coast of Liaodong, another emergency backup launch site will be built.
These two launch sites in the real core area will also take into account the experimental tasks of strategic missiles and serve as launch sites for purely military purposes.
Finally, Mozhou Great Lakes District and Xintianfu are also building an experiment and launch site each.
The last two bases can be built as open and placed directly where they can be seen by local residential areas.
Xintianfu's launch site is placed directly on the seaside outside Xintianfu City.
With the development of the times and science and technology, after the social environment conditions are suitable, it will gradually open to the outside world on a regular basis.
Bureaucrats and scribes at all levels of specific imperial courts, stewards and workers at all levels of consortiums, and even ordinary local people and students are allowed.
When invited, enter the launch site to visit and watch the rocket launch scene.
Even, when the time is right, the right to use it will be opened to the public.
These two overseas space launch bases, plus the Yingzhou (Hawaii) Naval Base in the center of the Great Ocean, and the local Ningbo base.
Such four bases, relatively evenly distributed around the world, will serve as overseas observation and space-to-ground communication centers to coordinate with aerospace projects.
Ming Dynasty occupies two-thirds of the world's land, and it is not too much to build two major aerospace centers, two military missile and rocket experimental bases, and two semi-open military-civilian dual-use launch bases.
Of course, construction cannot start at the same time. Early rocket experiments continue to be done in Ningbo, where there are ready-made facilities that can be used.
In fact, the Ningbo base has already begun experiments.
The first to start construction and set the highest standards was the official base on the island in the southern part of the Lion City.
Several other bases were first constructed as observation stations.
After Zhu Jingyuan basically considered it, he formally approved Qi Yanhuai's plan and asked him to contact various departments to start implementation.
A few days later, another task that Qin Tianjian was responsible for, the implementation plan of the new calendar, was also completed.
Ruan Yuan, the young master of Jiuqing who was in charge of Qin Tianjian, and Shen Fu, the great uncle in charge of the Ministry of Rites, both submitted it to Zhu Jingyuan for review.
The content of the calendar was refined according to the plan drawn up by Zhu Jingyuan himself, and he also provided some minor repair suggestions.
The general idea is still to split the lunisolar calendar.
The solar calendar uses the year as its cycle, the trajectory of the sun as its standard, and the beginning of spring as the new year's day.
There are 365 days in a year, divided into four quarters, twelve months, and thirty-six days.
The first three quarters are ninety days each, and the last quarter is ninety-five days.
Each quarter is divided into three months, making the year a total of twelve months.
Each month of the first eleven months has thirty days, and each month of the twelfth month has thirty-five days.
Each month is divided into thirty days, and the whole year is divided into thirty six days.
The first thirty-five days are ten days each, and the last ten days are fifteen days.
There is a leap every four years, and one day is added to the last quarter, last month, and last tenth day of the leap year.
Every 128 years, there will be no leap year.
Every 89,600 years, a leap year will be made up for non-leap years.
The official name of the solar calendar is: "Era of the Emperor's Gregorian Calendar", referred to as the Imperial Calendar or the Gregorian Calendar.
Taking the year when the prince swept Liuhe as the first year of the Emperor's Kilometer Era, this year will be 2040 in the Imperial Calendar, and next year will be 2041 in the Gregorian Calendar.
The lunar calendar uses the month as the cycle and the moon's trajectory as the standard.
The first day of the lunar month is the first day of the lunar month, and the time between the two new days is the first month.
If there are thirty days, it is about a month, and if there are twenty-nine days, it is a small month.
Normally, the cycle intervals of big and small months move forward, and every sixty-four months, a big month is added to make up the difference.
Every three thousand and seventy-two months this big monthly reduction is not added again.
The solar calendar retains months, and the lunar calendar retains years.
However, the calendar is based on the solar calendar. The first new day after the new year in the solar calendar is regarded as the first day of the first month in the lunar calendar.
If there are thirteen first days of the lunar calendar in a solar calendar year, then the year will be thirteen months, otherwise it will be twelve months.
Official documents and government-run manufacturers, government-run course schedules, history teaching textbooks and documents are all based on the Gregorian calendar year, ten days and days.
After the new calendar is drawn up, what is actually more important is how to arrange future holidays.
Shen Fu and Ruan Yuan drew up several plans and asked Zhu Jingyuan to make the final decision.
The new vacation plan first divides vacation into two types: routine vacation and special vacation.
Routine holidays were specifically requested by Zhu Jingyuan. According to the new calendar, he would have one to two days off every ten days.
Special holidays are special holidays specially arranged according to traditions and festivals in addition to the regular holidays in the new calendar.
First of all, it is the year-end leave that Zhu Jingyuan directly requested in his plan.
The last quarter, the last month, and the last ten days of every year have five extra days than other times.
These five days should be listed separately as the fixed year-end holiday time at the end of each year.
Then there are the holidays approved by previous generations of ancestors.
The Hongwu holidays set by Emperor Taizu Gao include three days of winter solstice holiday, five days of New Year's Day (Spring Festival) holiday, and five days of regular monthly holiday.
The Yongle holiday set by Emperor Cheng Zuwen: around the Lantern Festival, from the 11th to the 20th of the first lunar month, there are ten consecutive days of leave.
The Renwu holidays set by Emperor Guangwu of Shizu: Tomb-Sweeping Day, Dragon Boat Festival, Mid-Autumn Festival and Double Ninth Festival are three days of leave respectively.
The special holidays prescribed by the three ancestors were originally implemented according to the lunar calendar, and the new calendar will be based on the solar calendar.
So now we have to make appropriate adjustments according to the calendar.
But the most critical issue is how to adjust.
The ancestral regulations did not actually affect the stability of the court. Of course, they could not be cut off directly. They could only be adjusted in details.
The special holidays of the three ancestors, regardless of whether the lunar calendar continues to be implemented, will conflict with the regular holidays of each tenth day.
When routine holidays and special holidays overlap in time, will the vacation time be superimposed or covered?
More importantly, the new year-end leave, the old annual leave, and the old Lantern Festival leave add up to a total of twenty-three days.
They are all concentrated in the one or two months before and after the New Year.
If these holidays are not shortened and the regular holidays every ten days are all superimposed, it may take a month of intermittent leave.
The first plan that Ruan Yuan and Shen Fu came up with was the most generous holiday plan with no coverage at all and all the vacation time was superimposed.
During the Hongwu holiday, officials originally took five days off per month according to the lunar calendar, but changed to six days off per month according to the new solar calendar.
Of course, the winter solstice holiday and annual leave are all retained. The winter solstice holiday was originally a solar calendar, and now the annual leave is also changed to a solar calendar.
During the Yongle holiday, the original ten-day holiday before and after the Lantern Festival was changed to seven days, according to the lunar calendar, and the other three days were moved to after the Spring Festival.
All holidays in the Renwu holiday are retained. Among them, the Qingming Festival is originally a solar calendar, and the Dragon Boat Festival, Zhongqiu, and Double Ninth Festival continue to follow the lunar calendar.
The regular holidays and year-end holidays in the new solar calendar conflict with the lunar calendar holidays in Hongwu, Yongle and Renwu holidays.
Then the routine vacation time for each ten-day period will be postponed or advanced, and the total vacation time will be calculated superimposed.
In this way, before the Chinese New Year, there are two days of regular leave in the last ten days and five days of year-end leave, for a total of seven days of leave.
After the Chinese New Year, there are five days of Hongwu holiday plus three days of Yongle holiday, plus two days of regular holidays in the first ten days, for a total of ten days.
In this way, there will be a complete seventeen-day holiday during the New Year, which is very close to the winter vacation for school students in later generations.
What's more, there are still seven days of Yongle holiday left during the Lantern Festival. Combined with the recent two-day holiday every ten days, there are still nine days of holiday in total.
The Lantern Festival follows the lunar calendar and should often be connected with the seventeen days of the Chinese New Year, giving it nearly a month's holiday.
Adding up all the holidays, there are a total of 107 days of holidays throughout the year, or 108 days in a leap year.
Then there are the strict, low-standard programs that go in exactly the opposite direction.
First of all, there is a routine holiday of one day every ten days, and if the holiday time conflicts, they will cover each other.
The five-day annual leave in the Hongwu holiday is combined with the five-day year-end leave in the new calendar, for a total of five days of holiday.
If the three-day holiday for Qingming happens to cover one day of regular leave for that ten-day period, then there will only be a total of three days of holiday.
In this way, the total vacation time each year is not fixed, but is about sixty days.
In the middle of the two extreme solutions, there is of course a relatively compromise solution.
There are two regular holidays every ten days, but they are covered by special holidays. The two five-day holidays during the Chinese New Year are both holidays, but the two regular holidays before and after are not.
In summary, the number of holidays throughout the year is about ninety days.
On the basis of such a plan, the holiday mode and implementation scope can also be combined with each other.
One is that it only targets official officials of the imperial court.
The second is for all institutions and personnel with official backgrounds, including court officials, employees of the royal family and government-owned manufacturers, all personnel directly managed by the imperial palace, and employees of all government-run schools, hospitals and other institutional facilities.
The third is to target all people under the management of any force in Daming, including private companies and even overseas manufacturers and institutions controlled by Daming people.
Zhu Jingyuan looked at these plans and options and considered them carefully for a long time.
If Zhu Jingyuan's vacation time in his previous life was usually calculated as two days off per week, plus the additional holidays stipulated by law, then the annual vacation time would be about 124 days.
Therefore, even the most generous plan proposed by Ruan Yuan and Shen Fu did not meet the ideal standards of later generations.
Not to mention the remaining most stringent low-standard solutions and compromise solutions.
However, two days of rest per week does not seem to be a legal requirement, but an idealized standard that is "suggested".
The mandatory rule is one and a half days a week, or big and small weeks, with two days off one week and one day off the next week.
Calculated this way, there will be about ninety days of holidays throughout the year, which is close to the compromise plan proposed by Ruan Yuan and Shen Fu.
It's just that the holidays in the previous life were more evenly distributed, and there were not many holidays during the New Year period. Ruan Yuan and Shen Fu's plans were obviously focused on the New Year.
This kind of compromise plan is already a high standard in this era.
Before this, in most parts of the world, ordinary workers only had one or two days of rest per month.
Zhu Jingyuan's own Dashi Country, Dashi Petrochemical System, Dashi Clothing Store, and Daming Airlines System increased their monthly rest time to four days on their own.
Even the compromise plan further increases the vacation time on this basis.
The routine vacation plan of six days of vacation per month is definitely a very advanced and even radical choice in this world.
When he thought of this, Zhu Jingyuan understood.
The officials headed by Ruan Yuan and Shen Fu made suggestions based on their own preferences as the emperor.
Ruan Yuan and Shen Fu are both relatively familiar with themselves and know that they have always "liked" vacations.
The vacation time for my own property is more than the previous regulations stipulated by the imperial court.
If this report was for my father, then the compromise plan I see now is probably the most lenient and radical plan.
The conservative plan should be to take three days off every month, and keep everything else as usual, without adding any year-end leave.
The improvement of taking an extra day off per month would definitely have the lowest impact.
No matter how you look at it, it is indeed too exciting to suddenly increase the vacation from two days a month to six days.
Even if an imperial edict can be issued, requiring the public not to lower wages on this basis, at the same time, the rigid minimum wage standards can continue to be raised.
Let government-owned manufacturers and royal consortium manufacturers take the lead in implementation, expand factories and businesses on a large scale, and recruit more workers.
Let the government-run and royal manufacturers counteract and suppress the resistance of private manufacturers.
But it will definitely throw the market into turmoil...
Even if many private manufacturers are willing to accept it, they may not be able to adapt quickly and cannot withstand the sudden increase in costs.
Then came a massive wave of bankruptcies…
Even government-owned manufacturers and royal manufacturers may not be able to withstand this kind of leap-forward adjustment.
Moreover, the situation in Taixi seems not to be good now.
If the Ming Dynasty's wave of bankruptcies of private manufacturers triggered some kind of uncontrollable chain reaction, it would be too late to regret it.
If you want to achieve it in one step, it is definitely a great achievement.
Thinking about it this way, are the two old gentlemen Ruan Yuan and Shen Fu also observing their own preferences and governing strategies?
Zhu Jingyuan glanced at the two of them. Their expressions were very serious, waiting for him to make a decision without a smile.
Zhu Jingyuan laughed in his heart, you have the idea of testing me, why should I let you test me?
I choose the most radical plan. The one with such a big system is me, the emperor.
Then do you ministers have the guts to really recommend to the monarch that he bake it on the rack?
So Zhu Jingyuan asked the two of them directly:
"How do you two gentlemen think I should arrange these new holidays?"
Ruanrou and Shen Fu did not greet each other. Shen Fu, who was more familiar with Zhu Jingyuan, spoke first:
"Your Majesty, Wei Chen believes that if the court requires a significant increase in the number of vacation days, private manufacturers may secretly increase workers' daily working hours.
"At the same time, various reasons may be used to reduce workers' monthly wages...
“For many workers, they would probably rather work more if taking more breaks would mean lower income.
“If the new mandatory regulations introduced by the court indirectly lead to a reduction in the monthly income of these workers, they may become resentful.
“If the new regulations are tied to the new calendar, it may even cause them to boycott the new calendar.
“So, if the number of vacation days is significantly increased, we must be prepared to deal with this change.
“On this basis, Weichen’s suggestion is to adopt a relatively compromise and conservative plan.
"One day off every ten days, and five days of annual leave at the same time, and government-owned manufacturers and royal manufacturers are required to take the lead in implementation."
Zhu Jingyuan nodded secretly in his heart after hearing this. They really didn't dare to put themselves on the fire.
That wouldn't do him any good...
Zhu Jingyuan stopped fighting with the two and directly stated his decision:
“The most conservative vacation adjustment plan is announced and will be implemented in the first year after the implementation of the new calendar.
“But the scope of implementation is maximum.
“Including the local yamen and government-run manufacturers of the Ming Dynasty, all the Ming Dynasty imperial houses and consortium institutions, as well as all the government-run schools and official institutions.
“Also all private manufacturers and school institutions, including overseas manufacturers and institutions controlled by Damingren, will all be implemented in one go.
“On this basis, additional leave regulations are added for court officials, government-owned manufacturers, royal manufacturers, and the imperial estate system.
“An additional day of regular leave will be added to each month, and the holiday on the third day of each month will be adjusted to two days.
“That is to say, we can achieve the same four-day holiday time per month that major food manufacturers currently have.
“At the same time, a ten-year mid- to long-term adjustment plan was announced.
“Taking the most generous plan in this document as the goal, the court has promised and reminded that it will be gradually implemented within the next ten years.
“In the imperial court, official camps, and the royal family system, starting from the third year after the plan is announced, which is the third year of the Grand Duke, an additional day of holiday will be added to each month.
“Starting from the fourth year of the Grand Duke period, a full seventeen-day annual leave will be realized, and the new vacation plan will be fully implemented in the fifth year of the Grand Duke period.
"All other private manufacturers and institutions will add one day of holiday per month starting from the third year of the company, and implement the 17-day annual leave plan from the fifth year of the company.
“From the seventh year of the Grand Duke’s reign, one additional day of vacation will be added to each month, and in the tenth year of the Grand Duke’s tenure, a complete new vacation plan will be implemented.
"The routine vacation time of each ten-day period is fixed on the last one or two days of each ten-day period.
“Unless the imperial court requires it, it cannot be adjusted or divided at will.
“All types of leave shall not cover or offset each other, and all leave time shall be calculated on top of each other.
"Public service agencies that serve the people, agencies and manufacturers that need to keep people on duty on holidays, and those who are on duty on holidays in turn, must take a break in advance in the adjacent ten days or take compensatory leave immediately after being on duty.
“Qin Tian Jian calculates the annual fixed vacation time in advance, and advances, postpones or splits the conflicting vacation time.
“Before the last month of the solar calendar every year, the Ministry of Rites releases the new year’s imperial calendar to the people through official channels.
“All holiday standards and requirements are printed on the official imperial calendar for that year.
“The provisions of the imperial calendar are regarded as imperial edicts, and all personnel must comply with them.
“In addition, an imperial edict was issued at the same time, stating that no manufacturer shall reduce or deduct wages due to holiday adjustments, and government-owned and royal manufacturers took the lead in implementing this.
"All government-owned manufacturers and royal manufacturers are preparing to expand and expand their workforce to cope with the reduction of labor force per unit time."
Zhu Jingyuan must be very happy with his achievements, but he will tolerate his impulse a little and complete the goal within a relatively long period.
Leave room for buffering for the court, royal family, and manufacturers.
