Shu has always faced two problems: banditry and banditry; and timidity.
Banditry and banditry are an additional product of war. The Xichuan War Zone and Nanzhao have been at odds for twenty years, so it is natural for some banditry to arise. In terms of severity, Chengdu may have to give up its C position to Xuzhou;
Being timid and cowardly is blatant regional discrimination and a common map cannon. Looking through the historical books of that period, when mentioning the soldiers of Shu, there are always words like "cowardice". For example, when talking about the soldiers of Xuzhou, the words "arrogant and difficult to control" are often used.
Faced with the chaotic situation where bandits were rampant, the new Jiedushi Cui Anqian turned a blind eye. The subordinate officials were puzzled and asked the reason. Cui Anqian's answer was to the point: "If there were no officials to act as protective umbrellas, how could these gangs be rampant?"
When the old Shu official next to him heard this, his face changed color.
Cui Anqian immediately changed his tone and said seriously: "If we get to the bottom of it, we will inevitably pull out the carrots and bring out the mud. Many officials, big and small, will be dismissed as a result. Xichuan officialdom will suffer a major earthquake; and if Without a thorough investigation of the protective umbrella behind it, we just hunt down puppets, which not only treats the symptoms but not the root cause, and also disturbs the people."

The local officials took reassurance and expressed their gratitude to Cui Anqian for opening the net. At the same time, they also wisely stepped back from the brink and drew a clear line with the evil forces.
This is the first of Cui Anqian's three goals as a new official: knocking on the mountain and shaking the tiger.
Immediately afterwards, there is the second one, "moving wood and establishing trust".

Cui Anqian laughed "haha", "I can make two more bets with you - first, there will never be any tainted witnesses to report; second, the banditry in Chengdu will end here."
When the news spread that people who betrayed their teammates could get rewards without guilt, all the bandits were panicked. A crisis of trust arose within the criminal gang. Everyone looked like a traitor and they were suspicious of each other. That night, all the thieves fled during the night.
Before the sun rose the next day, there were no more robbers in Chengdu.
Only then did the subordinate officials admire the new leader.
After suppressing the ground, Cui Anqian was about to solve the second thorny problem: saving the military souls of Shu soldiers so that they would no longer be cowardly and become an army capable of fighting big, tough, and victorious battles.
This is Cui Anqian's third priority: rectifying the military system.
Cui Anqian went to the imperial court and sent his generals to recruit troops within the Zhongwu Army. That was the direct force he had worked so hard to manage.
Subsequently, Cui Anqian mixed and reorganized the recruited loyal warrior soldiers and Bashu soldiers, selected 3,000 people from them, and divided them into three armies. All of them wore yellow hats and were called the "Yellow Head Army". Fujian is another virgin land. The Cao army, which had escaped their pursuit, plundered the Fujian states wantonly, and the momentum of their divine soldiers descending from the sky directly scared away the administrators, giving up resistance, and handed over the whole of Fujian, allowing the Cao thieves to wreak havoc and humiliation.
