"Lingao Times" Editor's Note:
At the end of the "First Five-Year Plan", agricultural and rural work is very difficult and the challenges are unprecedented. =乐=文=Novel This newspaper has continuously published the "Notes of Going to the Countryside and Living in the Villages" by Comrade Yun Suji, a veteran who was active on the agricultural front of the Senate. Through the vivid examples written by him, we can more truly feel the current "agricultural The current situation of lagging development, weak rural grassroots, and unsatisfactory farmers' lives has given us a deeper understanding of Secretary Ma's important instructions at the 12th State Council meeting that "the policy of transforming rural areas and transforming farmers cannot be changed, and the intensity cannot be reduced."

Only by being grounded can we have confidence. In the face of the myriad of rural work, only by settling down and going deep into the front line can we understand the thoughts and expectations of the farmers, grasp the actual situation of current rural work, and seize the initiative in "agriculture, rural areas and farmers" work. . To resolve the problems of agricultural and rural development, there should be more down-to-earth research like this.
Recently, I often go to the countryside. Sometimes I get up early and stay late at night to visit five or six villages a day. However, I usually come and go in a hurry, not knowing much about the actual situation, and unable to thoroughly study the difficult problems. Recently, I went to live in the countryside of Haikou for research, which enabled me to make up for the shortcomings of previous rural surveys.
Sunny to cloudy, northwest wind from level 3 to level 4 to level 5 to level 6.
Early this morning I rushed to Tankou Village, Longtang Town, a new resettlement site at the foot of Pingshenling. This time, it can be regarded as a "light vehicle and simple obedience". He took only two guards and took the Tiandihui fishing boat up the river. In order to avoid being accompanied at all levels and not to interfere with the work of county and township comrades, I did not say hello to them at all. I wanted to stick my neck out to the end, live quietly in the village, and try my best to achieve "the village does not disturb the people and the county does not disturb the officials."
Just after 9 a.m., we arrived at Tankou. This is a standard village on the west side of the Nandu River. The villagers' houses are as neat as military camps. There are more than 160 immigrant households with a population of more than 500 in the village. The dry land mainly grows sweet potatoes. The irrigated land is a double crop of rice plus a green manure crop, and the ten-sided land contains a variety of miscellaneous grains. According to county officials, the economic level is lower than that of immigrant villages. But it is not the poorest village.
I thought that there would be more people in the village during the off-season, but after entering the village, I didn’t see many people. After finding the village chief, I found out that most of the people in the village had gone to work. After entering the village, I did not find a place to stay first. The first thing to do is to ask the village elder Huo: "Now is the time for farmland water conservancy construction. Food and housing are not urgent. Let's go to the construction site first to see the situation."
The village elder Huo, who is in his 40s, is simple and kind, and is an outstanding cadre we selected from immigrants from Shandong. He didn't want me to go, "The construction site is both water and mud. Chief, just take a look." I insisted on going. "It doesn't matter. Why go to the countryside if you're afraid of being dirty and hard? I'll stay in your village tonight. I'll definitely have enough time."
On the way, Lao Huo mentioned that there were too many low-lying wetlands around the village, which often get waterlogged when there is a lot of rain in summer. “I can’t plant on good land!”
After walking around, I realized that there are quite a lot of low-lying lands here! This is a land formed by a bend in the backwater of the Nandu River. It can be called a water town. The ponds are dotted with stars. It was really a long detour before we reached the construction site of the water conservancy project. As soon as I arrived at the construction site, I saw a young man in his 20s driving a "Simendhal" cattle.
Many people gathered above and below the ditch. They are all digging ditches and digging soil. The tools are relatively rudimentary, and they are basically carried by people, and there are not even a few wheelbarrows. The water table is very high here. Now is the dry season, but there is water up to the calves at the bottom of the ditch, so we have to use oxen to drive water continuously. The migrant workers all rolled up their trousers and worked in the water. Although the weather here is much warmer than on the mainland, and the water temperature in winter is also very low, they can't help but feel the hardship of the farmers.
The person who was directing the construction on the embankment was a young girl who looked less than twenty years old, but she was very experienced in her work. I asked about it, and it turned out that she designed the project here. At the same time, he is responsible for presiding over the construction.
I was secretly surprised that she was already designing and presiding over projects at such a young age. When I asked again, I found out that she was a student of Ji Runzhi, a leading figure in the field of architectural planning. I have been studying with Mr. Ji for five years. He is a rare all-round naturalized civil construction engineer. She and her senior brother Ji Shu have been engaged in design and construction work since they were sixteen years old. We have designed and built projects all over Hainan, Taiwan and Jeju. It’s true that heroes have emerged from youth since ancient times.
I asked about the specific construction situation, and Ji Yuan explained that it was a drainage system. Including drainage channels and supporting gates and ponds, after completion, excess water on approximately 1,000 acres of land can be drained.
“The terrain of Tankou is not conducive to agricultural production,” Ji Yuan told me. “Part of the cultivated land here is located in the hilly area beside the river. The terrain is high and requires water for irrigation. The other part of the land near the river is low-lying and needs drainage. "
After listening to her words, it seems that agricultural production here will have a new situation and more labor and resources will have to be invested.
Seeing the bustling labor scene, I couldn't help but want to get involved. I asked the guard who was going with me to drive the cows in front, while I drove the cows behind. After a while, I was sweating all over my head. I took off my coat and threw it into the grass on the edge of the field. The young man immediately picked up the clothes and held them in his arms. This small detail moved me.
The "Simendall" cow struggled to pull the waterwheel, but it was very obedient. An old woman who was boiling water nearby told me, "This cow will give birth to a calf in about ten days. We can't let the cow walk too fast for fear of tiring it out."
I asked whose family this cow belongs to? The old lady said that this was a tethered animal. It turned out that most of the villagers were poor and could not afford to tether a large animal. Finally, at Lao Huo's suggestion, seven or eight households tethered such a cow together. Even though this was not enough, they applied for part of the tethered animal. loan.
"More meticulous than serving our ancestors." The old lady said, "I just pointed it out and repaid the loan."
I feel sad to hear this situation. I didn't expect that the farmers here are still so poor! It is completely incomparable with the advanced villages I have been to, and the gap between the villages has widened.
Because it was still during the Chinese New Year holiday, I stopped working at around four o'clock in the afternoon. I returned to the village with everyone. Tankou Village is also a standard village built by the Senate to resettle refugees. The houses and streets are neat, but the cleanliness is not satisfactory. Some farmers let their pigs roam the streets in search of food, which is not only unhygienic but can also easily spread diseases.
I talked with Lao Huo about the living conditions of the villagers: the land yield here is low, and the village generally has two meals a day, which are dry in the morning and sparse in the evening. When farming is busy, I eat two dry and one dilute. The total amount of grain eaten is similar to that of other better villages, but the proportion of fine grains is smaller, and even the proportion of miscellaneous grains has also dropped - Lao Huo reported that many farmers in the village often eat pumpkin as a substitute for vegetables. I wanted to know how much grain the farmers had in stock, so I walked into the collective warehouse in the village, and unexpectedly saw a brand new small steam pump inside. Asked Lao Huo, Lao Huo said it was used to support the dry field irrigation system on the highlands.
Following the clues, I followed him to the north end of the village. The terrain here is high, but the land is very flat. Lao Huo said that this land covers an area of more than 200 acres. The land has been leveled, and the pipes connecting the irrigation channels down the hillside are neat and intact. Even the floor for installing the water pump has been built, but there are no signs of use. I asked, "Why don't you install the water pump?" The accompanying village cadre looked around and said, "We can't."
Later, Lao Huo told me that the "water diversion to the mountain" project of Qiongshan Agricultural Demonstration Hongqi has not been used since its completion, because the installation of steam pumps is a technical job, and the people who use it must be trained before they can work. But there is no master in Qiongshan who can install this, so we have to wait for Lin Gaogao to install it.
"I've been waiting for several months, and I don't know when it will be installed."
Standing on the cement base of the water pump, I saw that there was a water conservancy project beside the Nandu River that did not seem to be in use.
"That's the 'Thousand Women's Embankment'. The county organized thousands of immigrant women to build it last year. Even the central government came to visit, and it was published in newspapers and promoted. But in the spring, the channel was broken, and the matching gates and so on The goods haven't arrived either. Tiandihui has applied for material allocation, but the superiors haven't approved it yet. There is no cement repair, no gate, and even water can't be used!" Old Huo Wangshui's sigh was beyond words.
The embarrassing situation of "Diversion of Water to the Mountain" and "Qiannvdi" exposed a blind spot in our work. Project construction must solve the problems of supporting facilities, use and management, otherwise it will be a waste of people and money.
Although Qiongshan is one of the few major agricultural counties in Hainan, the problems of engineering water shortage and poor utilization of water conservancy projects coexist, which is a common problem. To implement the agricultural spirit of the Senate, we must not only increase investment in construction projects, but also improve and perfect management systems and mechanisms.
It was past 1 o'clock when we came back from the fields. The village chief's wife cooked sweet potato porridge in the kitchen house and fried pancakes with oil, salt and chopped green onions. I worked a lot in the morning and walked a lot on the paddy fields. There were no vegetables, so I drank two bowls of sweet potato porridge and a big bowl of pancakes. I still felt not full, and I ate two free-range eggs. There was no one to accompany the meal and no courtesy. Lunch only took more than 10 minutes. In contrast, in some official events, eating has become a burden that wastes time and money. In fact, this kind of burden is "unbearable on both sides". The way to change the official reception can be very simple, that is, firstly, you don't want anyone to accompany you, and secondly, you must strictly implement the principle of paying for yourself. By doing these two things, the "eating and drinking problem" can be easily solved.
After dinner, I came to the village office. All the main cadres in the village were here. The militia captain had served as a soldier in Shandong and returned from the army because he was old. He is kind and sincere yet shrewd, and he speaks good news. Accountants are young people trained by ourselves. The ledgers here are incomplete. At my request, Lao Huo found several materials from the cabinet: village cadre meeting minutes, Tiandihui service registration, and Red and White Council activity records, etc. (To be continued.)
