As known before. After allying with the Ice Touched Witches, Radha of Gray King Saran began the second step of the "true love completion" plan. He attempted to free the vampires from the clutches of Molag Bal using the Storm of Misery created by the Ice Touched Coven. This "soul storm" can absorb the life force trapped in it and exchange it for the life force of the Gray Army members trapped in Cold Harbor. The Gray King Salan's Radha tried his best in Solitude and created a tragic storm. He did not stop there, but took the opportunity to turn his focus to the vast Reach area in the west of Skyrim.
